REST IN PEACE, BROTHER CARL

ON DECEMBER, 24TH 1999 JUST BEFORE 3 PM PDT; A SANTA CLARA, CALIFORNIA RESIDENT NAMED DANNY MATOS DROVE DANGEROUSLY AT AN EXTREMELY HIGH SPEED FROM POINT A TO POINT B FOR ROUGHLY 100+ MILES ALONG HIGHWAYS 101 and 152 BEFORE SLAMMING INTO JOHN'S BROTHER CARL AT 80+ MPH (THIS EVENT WAS WITNESSED BY SEVERAL PEOPLE). THE CALIFORNIA HIGHWAY PATROL (C.H.P.) IS GROSSLY NEGLIGENT FOR ALLOWING THIS TO HAPPEN; IN THAT THE CALIFORNIA HIGHWAY PATROL NOT ONLY FAILED TO APPREHEND MISTER MATOS ALONG A 100 MILE PLUS STRETCH OF HIGHWAY (WHICH CLEARLY LIES WITHIN C.H.P. JURISDICTION); BUT THEY ALSO APPARENTLY CAUSED THIS ACCIDENT BY ATTEMPTING TO APPREHEND MISTER MATOS AT THE LAST MINUTE!?!
Adding to this; nothing has been done to correct the dangerous situation at the point where the impact occurred along Highway 101 near the San Luis reservoir. The State of California and/or the California Highway Patrol is grossly negligent for some deaths that have occurred along this stretch of highway.

It is unconscionable to think that virtually no C.H.P. officers were along this stretch of highway 101; on such a high profile night as Christmas Eve when dangers such as drunk drivers etc were on the roadways. And the following may be part of current policy -- but in case it is not: any time a situation like this occurs where a backup in traffic could cause a major accident; there should be at very least two; if not 3 C.H.P. officers assigned to the backup in traffic. One officer should be stationed about 7-10 miles up the road from the backup to help visually deter speeders and/or apprehend excessive speeders; relaying information about excessive speeders to another officer closer to the traffic backup. This officer can perhaps apprehend any excessive speeders long before any backup in traffic (or perhaps a video camera can be attached to the side guard railing 7-10 miles from the backup; relaying speed information/evidence to officers further down the road; video evidence that can be later used to convict excessive speeders). And while no one wants to work on holidays; all rookie C.H.P. officers should be required to work holidays for the first 5 years of service to keep a sufficient number officers on the road at times when they are most needed.

1) GROSS NEGLIGENCE -- n. carelessness which is in reckless disregard for the safety or lives of others, and is so great it appears to be a conscious violation of other people's rights to safety. It is more than simple inadvertence, but it is just shy of being intentionally evil. 2) GROSS NEGLIGENCE / DEFINITION FROM NOLO’S PLAIN-ENGLISH LAW DICTIONARY / A lack of care that demonstrates reckless disregard for the safety or lives of others, which is so great it appears to be a conscious violation of other people's rights to safety.
