CITY OF SANTA CLARA EX-MAYOR PATRICIA MAHAN AND/OR DESTRUCTION OF DOCUMENTS

John attended a Santa Clara City Council meeting on October 8, 2000; and ex-Mayor Judy Nadler clearly gave John permission to feed illegally displaced ducks from the 1333 Lawrence Expressway property. John then later went to the Santa Clara City Clerk's office and attempted to get a copy of the meeting for this court case, and Ron Diridon Jr. was behind the counter.

John asked for the video evidence to be released, and Mister Diridon said it would be available on Monday. But when Monday came around; there was no video evidence to be had, just text from the meeting which had a reference to John being there, but no real council minutes on video. A little used section of the 2002 Sarbanese-Oxley accounting law makes it illegal to destroy documents (and/or video evidence?) even if no court has ordered them kept, and no investigator has asked for them. 

QUESTION: Other than basic destruction of evidence; 
what other laws apply to this obvious shady criminal activity?

QUESTION: Why would the Sunnyvale Department of Public Safety want to destroy documents pertaining to citizen complaints and inquiries?
